Gah! I mistyped that--it's actually "Water, Water Every Hare," from 1952. It's a sort of remake/sequel to 1946's "Hair Raising Hare" which featured a Peter Lorre-ish mad scientist. Both cartoons also featured the large, hairy, tennis shoe wearing monster who was much later christened Gossamer. They and a lot of other great (and no so great) WB cartoons turn up on The Cartoon Network --look specifically for the "Chuck Jones Show" on Sunday nights.
